The Return of Vera Umberlin (Stratagem trigger)

What happens

Vera Umberlin returned from the Veil carrying the encoding she had been shown inside it. The seven words she brought back pointed to something far larger than anyone had imagined: a system. The were real, distributed across every territory planet, ancient and waiting where they had always been. The Witnesses recorded the fragments she spoke as she emerged, and transmission began at once, to all six houses at the same moment.

Consequence

Within hours the interpretation emerged: the fifty-four territory planets each carried an encoded edict, and whoever held those worlds held the key to understanding the Veil itself. Within a day the houses were launching ships, and within that same day the Stratagem Accord was signed at the Veil temple. The Era of Stratagem began there, in the span of a single day, with the first move already made and the rest of the system scrambling to answer it.
