Witnesses
One of the three sub-factions governing the Veil on velhuneth. Cross-house in membership, non-hierarchical, no parent organisation sits above them.
Role
The Witnesses observe every entry and exit at the Veil, record the state each crosser is in when they emerge, and turn those observations into reports for the political leaders of the six houses.
Who they are
They are drawn, for the most part, from political backgrounds, people who already understand how a report is read and how it can be used.
How they operate
Each report is produced by consensus among the Witnesses, and once it is written the same report goes to the guides and the gatekeepers, either of whom can refute what it claims. The Witnesses know this, and the standing threat of refutation is what keeps them honest. The integrity of the three factions rests on that cross-checking, not on the good faith of any one of them.
The reports that reach the houses are heavily redacted. The redactions are framed as outcomes too unknown or unexplainable to commit to a formal record, matters that demand immediate reporting in the name of transparency but that cannot be written down for fear of public panic. The houses accept the arrangement, because the only alternative on offer is no information at all. ## Leadership
The Witnesses have no named Commander and no head. Membership and reputation are the only structure they have, and the only structure they want.
Membership
As with the other sub-factions, a member begins as a nomination from their birth house, and ends as a choice made entirely by the Witnesses, who accept or reject each candidate only after a full investigation into their DNA, communications, history, finances, and relationships. Once nominated, a candidate keeps nothing private. The houses can propose, but they cannot insist, and the sub-faction cannot be forced to take anyone it does not want.
