Velara is a Solari ocean territory, a pelagic world where the old civilisation built power straight into the line where the sea met the land.
Naming voice
Velara puts the same vowel in all three of its syllables, a single sound struck three times with only the consonants changing around it. The regularity gives the word the feel of something that repeats by design. The crews stationed at the wave-converter heard the resemblance at once. The surf against the headland keeps a beat much like it, the same blow landing over and over with small differences, and the name has felt native to the place ever since.

Theme: Decision under pressure.
Discovery. A wave-converter built into an island headland still works the surf, a massive geometric shell barnacled along the line where the sea strikes it. It has taken the same blows for ages without giving any of them back. The survey crews entered through its landward side and found a dry inner chamber behind the outer shell, the air still and the curved walls clean while the ocean hammered a few metres away. The water had never reached it. The edict had been set into that inner wall, kept perfect by the structure that bore the sea's whole force on its behalf. In all the ages since the builders closed it, the sea had never put a drop of water on the words.
